To get theQuetzalcoatl Talcon, players will have to find anddefeat a Quetzalcoatl, which is a Classified Intel Combat encounter. Once you have found and completed four lifesprings in Grasslands,thelocation of the Quetzalcoatlwill appear on the map automatically.
The next course of action is to head toward theQuetzalcoatl’s locationand engage it in a fight. Be warned, the Quetzalcoatl is a difficult opponent, and it won’t be easy to take it down, especially if you’re underleveled. When you reach the area, press and hold the Triangle button to start the fight.
The Quetzalcoatl is weak to ice, so use ice-type spellsand materia to bring it down. Make sure you are dodging the Quetzalcoatl’s attacks, as they can wipe a chunk of your HP in next to no time. attempt to use the Blizzard spell as frequently as possible to build up pressure and stagger the Quetzalcoatl.
While it’s staggered, the beast will take a lot more damage,so use Synergy Abilities, Summons, and Limit. After using all of your strongest attacks, the Quetzalcoatl should be beaten, and it will drop theQuetzalcoatl Talon.

As previously stated, theQuetzalcoatl Talconis needed to complete the Where the Wind Blows side quest. So, once you have beaten Quetzalcoatl, you can finally transmute the Windmill Gear and give it to Mildred. This will complete the Where the Wind Blows side quest.
